Are there any anchor points for piercings by chance? Like a prince Albert or Jacob's ladder?

you can parent them to the bones, and they will move with the shaft.

With the recent notice that Paypal doesn't allow any payment on 18+ items. Is there a other way, aside the card (wich i can't have/own), where i could optain the item with my available methods

If banks are not available to you, you can get a prepaid Visa card. (I think stores such as Target sells them). If those are also not available to you, contact me by DMing me on Discord and I’ll try to figure something out for you.
